Dr. Cezar T. Quiambao

Education

Dr. Cezar T. Quiambao’s journey toward leadership and innovation is grounded in a strong foundation of education and discipline. He was conferred the title of Doctor of Humanities (Honoris Causa) in recognition of his exceptional contributions to nation-building, governance modernization, and social development.

He earned his Bachelor of Science in Accountancy from the University of the East in 1969, where his keen analytical skills and entrepreneurial spirit first took root. His academic beginnings trace back to Bayambang National High Schooland Bayambang Central School, institutions that helped shape his values of perseverance, excellence, and service to others.

Landmark Projects

Throughout his career, Dr. Cezar T. Quiambao has been a driving force behind transformative initiatives that have reshaped the Philippine government’s technological and infrastructural landscape. His pioneering work reflects a vision deeply rooted in progress, transparency, and national development.

 

A milestone in Philippine electoral history, the Automated Elections of the Autonomous Region in Muslim Mindanao (ARMM) in August 2008 marked the country’s first successful electronic voting process. This groundbreaking effort was implemented by Strategic Alliance Holdings, Inc. (SAHI), under Dr. Quiambao’s leadership as President and Chairman. The project paved the way for modern, transparent, and efficient elections nationwide — a defining achievement that demonstrated his commitment to innovation and good governance.

 

His influence also extended to one of the earliest large-scale computerization efforts in the public sector, the LTO-IT Stradcom Project, which revolutionized the operations of the Land Transportation Office (LTO). Implemented under the Build-Own-Operate (B-O-O) framework of the Build-Operate-Transfer (BOT) Law, the US$80 million Stradcom initiative introduced digital systems that improved efficiency, reduced red tape, and enhanced public service delivery. This project set a precedent for future collaborations between the government and the private sector in advancing technology-driven reform.

 

Continuing his legacy of modernization, Dr. Quiambao led the computerization of the Land Registration Authority (LRA) through Land Registration Systems, Inc. (Lares). The US$120 million B-O-O system connected all Registries of Deeds across the nation, integrating key processes into a unified online platform. This digital transformation greatly enhanced the speed, reliability, and security of land titling services, reinforcing public trust in the country’s property registration system.

 

His visionary leadership also reached the field of infrastructure development through the Metro Manila Skyway Project (Phase I), a US$515 million elevated tollway built above the South Luzon Expressway. The Skyway forms part of a broader US$2.5 billion expressway network designed to seamlessly connect the South Luzon and North Luzon Expressways. This massive undertaking addressed one of Metro Manila’s most pressing challenges, traffic congestion, while boosting regional mobility and economic productivity.

 

Beyond his technical and business achievements, Dr. Quiambao continues to inspire future leaders through his advocacy for technological advancement and inclusive development. As Guest Speaker at the Polytechnic University of the Philippines (PUP) Graduate School and Open University Commencement Exercises in 2013, he shared his vision of a nation propelled by innovation, integrity, and collective progress.

 

His life’s work stands as a testament to what visionary leadership can achieve — transforming systems, empowering institutions, and helping steer the Philippines toward the global stage of progress and modernity.

  • 2014: Recipient of the prestigious ASNA Award for Business given out by the provincial government of Pangasinan to select achievers
  • September 28, 2019: declared Most Outstanding Jubilarian Award by his alma mater, University of the East (UE), Manila
